On or about August 21, 2019, the defendant LINDA SUN messaged PRC Official-4 that “one area that TECO（台北经济文化办事处）is better than you guys,” referring to representatives of the PRC Consulate, was “outreaching.” SUN continued, “[T]hey regularly reach out to me to have coffee. Same with all other reps in other electeds [sic] offices. Not that we need to have coffee because we are in regular contact.” SUN continued, “It might be helpful to building a better relationship. Not everyone is like me :)”
