美国国务院发言人马修·米勒周二表示，格鲁吉亚议会最终通过外国代理人法案，意味着执政的格鲁吉亚梦想党正在使该国偏离欧洲一体化的道路，并无视格鲁吉亚人民希望加入"欧洲-大西洋"的愿望。
“外国代理人”法案要求，从国外获得20%以上资金的组织都必须登记为“外国势力的代理人”，包括非政府组织、独立媒体机构等。格鲁吉亚成千上万民众连续数周走上街头，抗议议会通过该法案。北约、欧盟委员会和联合国都谴责格鲁吉亚政府的这一举措。
格鲁吉亚亲欧洲总统祖拉比什维利于5月18日宣布，否决议会三读通过的"外国代理人"法案。但总统的否决仅具象征意义，因为由执政党控制的议会仍可以投票否决总统的决定。
美国国务院发言人米勒周二表示：“格鲁吉亚领导人选择放弃使格鲁吉亚走上人民所希望的西方道路令人遗憾。”美国国务卿布林肯上周决定，对格鲁吉亚与美国的合作关系进行全面核查。布林肯上周四并宣布，对那些破坏民主负有责任的人及其亲属实施签证限制。
米勒并表示，美国正在重新考虑向格鲁吉亚提供的3.9亿美元援助。
欧洲外交与安全政策高级代表博雷利周二也表示对(格鲁吉亚议会）这一决定深感遗憾。博雷利呼吁格鲁吉亚“坚定地回到欧盟的道路上”，他强调欧盟27国正在考虑“所有的选项”。
