Your theory and understanding is limited. Different dogs had it own abilities and strength. Same type of dogs but thier characters are differents that why are given different roles. Example a german shepard are shy type but high concenration but non violent. U may assume that not suitable for the security issue. Infact it can be used to sniff out the bomb.
