SENDAI, Japan (Reuters) - Seiji Sasa hits the train station inthis northern Japanese city before dawn most mornings to prowl for homelessmen.

He isn't a social worker. He's a recruiter.The men in Sendai Station are potential laborers that Sasa can dispatch tocontractors in Japan's nuclear disaster zone for a bounty of $100 a head.

Almost three years ago, a massiveearthquake and tsunami leveled villages across Japan's northeast coast and setoff multiple meltdowns at the Fukushima nuclear plant. Today, the mostambitious radiation clean-up ever attempted is running behind schedule. Theeffort is being dogged by both a lack of oversight and a shortage of workers,according to a Reuters analysis of contracts and interviews with dozens of thoseinvolved.

In January, October and November, Japanesegangsters were arrested on charges of infiltrating construction giant ObayashiCorp's network of decontamination subcontractors and illegally sending workersto the government-funded project.

In the October case, homeless men wererounded up at Sendai's train station by Sasa, then put to work clearingradioactive soil and debris in Fukushima City for less than minimum wage,according to police and accounts of those involved. The men reported up througha chain of three other companies to Obayashi, Japan's second-largestconstruction company.

But the spate of arrests has shown thatmembers of Japan's three largest criminal syndicates - Yamaguchi-gumi,Sumiyoshi-kai and Inagawa-kai - had set up black-market recruiting agenciesunder Obayashi.

He said the company tightenedits scrutiny of its lower-tier subcontractors in order to shut out gangsters,known as the yakuza. "There were elements of what we had been doing thatdid not go far enough."

Part of the problem in monitoring taxpayer money in Fukushima is thesheer number of companies involved in decontamination, extending from the major contractors at the top to tinysubcontractors many layers below them.The total number has not been announced. But in the 10 most contaminated townsand a highway that runs north past the gates of the wrecked plant in Fukushima,Reuters found 733 companies were performing work for the Ministry ofEnvironment, according to partial contract terms released by the ministry inAugust under Japan's information disclosure law.

The 2011 law that regulatesdecontamination put control under the environment ministry, the largestspending program ever managed by the 10-year-old agency. The same law alsoeffectively loosened controls on bidders, making it possible for firms to winradiation removal contracts without the basicdisclosure and certification requiredfor participating in public works such as road construction.

Reuters also found five firms working forthe Ministry of Environment that could not be identified. They had noconstruction ministry registration, no listed phone number or website, andReuters could not find a basic corporate registration disclosing ownership.There was also no record of the firms in the database of Japan's largest creditresearch firm, Teikoku Databank.

Responsibility for monitoring the hiring,safety records and suitability of hundreds of small firms involved inFukushima's decontamination rests with the top contractors, including KajimaCorp, Taisei Corp and Shimizu Corp, officials said.

The sprawl of small firmsworking in Fukushima is an unintended consequence of Japan's legacy of tightlabor-market regulations combined with the aging population's deepeningshortage of workers. Japan's constructioncompanies cannot afford to keep a large payroll and dispatching temporaryworkers to construction sites is prohibited. As a result, smaller firms step intothe gap.

Ministry of Environment contracts in the mostradioactive areas of Fukushima prefecture are particularly lucrative becausethe government pays an additional $100 in hazard allowance per day for eachworker.

Takayoshi Igarashi, a lawyer and professorat Hosei University, said the initial rush to find companies fordecontamination was understandable in the immediate aftermath of the disasterwhen the priority was emergency response. But he said the government now needsto tighten its scrutiny to prevent a range of abuses, including bid rigging.

The Ministry of Environment announced onThursday that work on the most contaminated sites would take two to three yearslonger than the original March 2014 deadline. That means many of the more than60,000 who lived in the area before the disaster will remain unable to returnhome until six years after the disaster.

Earlier this month, Abe, who pledged hisgovernment would "take full responsibility for the rebirth ofFukushima" boosted the budget for decontamination to $35 billion, includingfunds to create a facility to store radioactive soil and other waste near thewrecked nuclear plant.

Japan has always had a gray market of daylabor centered in Tokyo and Osaka. A small army of day laborers wasemployed to build the stadiums and parks for the 1964 Olympics in Tokyo. Butover the past year, Sendai, the biggest city in the disaster zone, has emergedas a hiring hub for homeless men. Many work clearing rubble left behind by the2011 tsunami and cleaning up radioactive hotspots by removing topsoil, cuttinggrass and scrubbing down houses around the destroyed nuclear plant, workers andcity officials say.

Theworkers were then handed off through a chain of companies reporting up toObayashi, as part of a $1.4 million contract to decontaminate roads inFukushima, police say.

Only a third of the moneyallocated for wages by Obayashi's top contractor made it to the workers Sasahad found. The rest was skimmed bymiddlemen, police say. After deductions for food and lodging, that left workerswith an hourly rate of about $6, just below the minimum wage equal to about$6.50 per hour in Fukushima, according to wage data provided by police. Some ofthe homeless men ended up in debt after fees for food and housing werededucted, police say.

Sasa was arrested in November and releasedwithout being charged. Police were after his client, Mitsunori Nishimura, alocal Inagawa-kai gangster. Nishimura housed workers in cramped dorms on theedge of Sendai and skimmed an estimated $10,000 of public funding intended fortheir wages each month, police say.

In the incident that prompted his arrest,Nishimura placed his workers with Shinei Clean, a company with about 15employees based on a winding farm road south of Sendai. Police turned up thereto arrest Shinei's president, Toshiaki Osada, after a search of his office,according to Tatsuya Shoji, who is both Osada's nephew and a company manager.Shinei had sent dump trucks to sort debris from the disaster. "Everyone isinvolved in sending workers," said Shoji. "I guess we just happenedto get caught this time."

The trail from Shinei led police to aslightly larger neighboring company with about 30 employees, Fujisai Couken.Fujisai says it was under pressure from a larger contractor, Raito Kogyo, toprovide workers for Fukushima. Kenichi Sayama, Fujisai's general manger, saidhis company only made about $10 per day per worker it outsourced. When the jobappeared to be going too slowly, Fujisai asked Shinei for more help and theyturned to Nishimura.

Raito agreed that the project faced a shortage ofworkers but said it had been deceived. Raito said it was unaware of a shadowcontractor under Fujisai tied to organized crime. Raitoand Obayashi were not accused of any wrongdoing and were not penalized.

Other firms receiving government contractsin the decontamination zone have hired homeless men from Sasa, including ShutoKogyo, a firm based in Himeji, western Japan.

Kaneda invested about $600,000 to cash inon the reconstruction boom. The company also won two contracts awarded by the Ministry ofEnvironment to clean up two of the most heavily contaminated townships.

Kaneda had been arrested in 2009 along withher son, Seiki, for charging illegally high interest rates on loans topensioners. Kaneda signed an admission of guilt for police, a document she saysshe did not understand, and paid a fine of $8,000. Seiki wasgiven a sentence of two years prison time suspended for four years and paid a$20,000 fine, according to police. Seiki declined to comment.

In Fukushima, Shuto hasfaced at least two claims with local labor regulators over unpaid wages,according to Kaneda. In a separate case, a 55-year-old homeless man reportedbeing paid the equivalent of $10 for a full month of work at Shuto. Theworker's paystub, reviewed by Reuters, showed charges for food, accommodationand laundry were docked from his monthly pay equivalent to about $1,500,leaving him with $10 at the end of the August.

The man turned up broke and homeless atSendai Station in October after working for Shuto, but disappeared soonafterwards, according to Yasuhiro Aoki, a Baptist pastor and homeless advocate.

Many of her workers end up borrowing from her to make ends meet, shesaid. One of them had owed her $20,000 before beginning work in Fukushima, shesays. The balance has come down recently, but then he borrowed another $2,000for the year-end holidays. "He will never be able to pay me back,"she said.

The problem of workers running themselvesinto debt is widespread. "Many homeless people are just put intodormitories, and the fees for lodging and food are automatically docked fromtheir wages," said Aoki, the pastor. "Then at the end of the month,they're left with no pay at all."

Shizuya Nishiyama, 57, says he brieflyworked for Shuto clearing rubble. He now sleeps on a cardboard box in SendaiStation. He says he left after a dispute over wages, one of several he has hadwith construction firms, including two handling decontamination jobs.

From what I am hearing from nuclearscientists, the Japanese are lying to everyone, including their own people. Onereactor did not blow up - FOUR DID. No one should be within hundreds of milesof there and no one should eat the fish out of the area. The aquifers in Japanare being poisoned and they go all the way to Tokyo. The rods must be moved andif they try this, there is a good chance they will blow up, contaminating theentire island, including Tokyo. Last week they passed a law that said anyone revealingwhat was really happening at Fukishima would be immediately arrested. They willnot let world scientists into the area and they are hiding all of this. Itis extremely dangerous and the cesium, plutonium and other poisons arespreading through the waters and many who have seen, say the Pacific is DEAD.Tomake homeless people do this is akin to what the #$%$ did and the Japanese knowit. Their people are already getting sick, including our soldierswho were nearby on the U.S. S. Ronald Reagan, who drank, bathed and cooked withwater off the shore. This is turning out worse than Chernobyl.

I might have taken this half way seriously,even without a source, if you didnt go and say that the rods might/would blowup. This isnt a bomb, and the rods will not/cannot explode. This is the problemwith people that dont actually know any sort of basic science trying to pretendlike they know things. No doubt the water around the area is irradiated. I haveno problems with that statement, as that is common sense. Th aquifers, though?Very possibly locally, but no where else. Unless they werepumping the ground water directly around the plant, and sending it somewhere,(something they wouldn’t do even WITHOUT the meltdown) then the water supplyfor the people outside the area (and likely even around the area) is just fine.

Also, no reactors "blew up." Theymelted down. Water was no longer pumping, the rods get too hot, and the thingmelts. It doesnt explode.

The reactors did not blow up. That therewas some hydrogen gas igniting from prolonged oxidization is not the same asthe reactor blowing up.

@David. The problem is that, far frompunishing them, the Japanese government facilitated it, offering theserecruiters easy access to 'entertainment visas' (meant for professional singersand such) which they used to get these girls in the country.

How very sad, shameful and despicable.Japan has resorted to exploiting the homeless, poor and destitute to do themost dangerous and deadly of jobs. Sadly, these happen every day in variousparts of the world but to hear that it happens in Japan too is a shock to me. Ihave always thought they were above this but it just shows me that even themost industrialized and modern nation in the world can succumb to the greed thatis this.

This would be a great idea for the U.S.!!!! We could get our homeless to clean up this country. Pay them five dollarsless than minimum wage and maybe roved them with a sandwich every day or so.They would do it because half of them are crazy and the other half are lazydrug addicts.

I now understand why American businessesset up shop in Japan in the 70s and took a lot of work from the US. They wanteveryone to live on the streets so they can fund their extravagant lifestyles.I worked for a temp agency in 1982 after getting out of the Navy for 6 months.Even though I had an associates degree in electronics and 4 years ofexperience. They were only willing to pay 4.00 USD an hour for the positionwith no benefits and was a 45 min drive for me. If it were not for my parents,giving me a place to live, I would have ended up on the streets with that kindof money. The economy was very bad at that time and the Military was offeringincentives to people to leave due to cuts in military spending. Such Companiesthat rape people and offer them no future should be behind bars. The couldmanage their lives if they had the resources to do it and were not being takenadvantage of.

I had high hopes from the title of thearticle thinking that Japan was giving their homeless a second chance at lifeby earning some money by doing a lousy job, but in a safe and profitablemanner. Then I saw it was for minimum wage, which is B.S. for that type of job,but it is something.

Keith....Japan did have a reason to attackHawaii. Oil We had already cut off all oil supplies to them. The goal of PearlHarbor was to disable the American fleet for a few months to give them enoughtime to conquer the Dutch East Indies and to absorb its resources (oil/rubber)to finance their war in China and the US. The US was already arming the Chinese(along with the British). Further, by removing a middle of the pacific staging area(Hawaii) it would make a counter strike more difficult.
